Cardano added 14,783 wallets. The rebound still has a $0.20 test.
ADA's bounce now has three catalysts: new wallets, a treasury vote, and a hard fork that is nearly ready.

- →Cardano added 14,783 non-empty wallets after its June bottom, while ADA rebounded toward $0.20 this weekend.
- →The move matters because price strength is lining up with governance and upgrade news, not just a dead-cat bounce.
- →Watch whether ADA holds $0.20 before August, while DReps decide how much treasury spending Cardano can absorb.
- DRep → A DRep is a Cardano delegate who votes on governance decisions for ADA holders.
- Net Change Limit → The Net Change Limit caps how much ADA can leave or enter Cardano's treasury during a set period.
- Hard fork → A hard fork is a network upgrade that nodes must adopt to keep following the same chain.
Cardano added 14,783 non-empty wallets after its June bottom. Santiment data cited by U.Today showed the increase as of July 4. ADA also rallied about 32% over the past week, per the same report.
The tape matches the story, for now. U.Today reported ADA near $0.189 on July 5, up from a June 25 low of $0.138. That low was described as a level last seen in December 2020.
The next number is $0.20. ADA is moving back toward that resistance after a stretch of community FUD tied partly to Charles Hoskinson's public comments. If you're holding ADA, the bounce matters less than whether buyers stay after the easy recovery.
The ranking move added fuel. ADA moved back to 13th by market cap after overtaking XLM, per U.Today. XLM had jumped earlier on a DTCC and Stellar Development Foundation tokenization announcement, so this was not a quiet leaderboard shuffle.
Governance adds to the rally case. AmbCrypto reported that Cardano's treasury holds about 1.47B ADA, with only about 68M ADA withdrawn to date. A Voltaire-era proposal would lift the Net Change Limit from 350M ADA to 500M ADA, a 43% increase.
That vote is not cosmetic. AmbCrypto said DReps represent more than 5B ADA in voting weight, while proposal ratification averages about 56%. The proposal asks the chain to accept more treasury movement before it has shown a long record of spending at scale.
The upgrade track is moving too. Intersect confirmed the Van Rossem hard fork at 83% readiness as of July 3. That gives the rally a named catalyst beyond price recovery.
Wallet growth, price recovery, governance, and upgrade readiness are all moving together. The harder question is whether Cardano turns renewed attention into actual usage. The number to watch is still $0.20.
Cardano's DReps are being asked to approve a 43% increase in treasury outflow when only 68M ADA of 1.47B has ever been deployed. That gap is not evidence of a budget constraint. Voting yes before the current limit has been tested is the kind of governance move that makes critics right.
Before August 1, watch whether ADA closes above $0.20 for seven straight days while non-empty wallets keep rising from the July 4 count.
