That move matters. Markets don't usually react to committee votes. This one did because the bill moved from a policy promise to an active Senate item with a vote count on record.
H.R. 3633 would draw the line between securities and commodities for digital assets. That distinction has kept U.S. institutions cautious about building for years. Committee passage isn't law. The bill still needs a full Senate floor vote before anyone calls this done.
But the regulatory gray zone is officially getting smaller. A 15-9 vote means senators are on record. That's harder to walk back than a press release.
